The Vale of White Horse District Council planning officer approved the decision using delegated powers, sparking a mix of local support and opposition.

The officers’ report states: “The change of use and extension to the opening hours to allow 24/7 use of Unit 9 only, in association with the gym use, would not adversely affect the amenity of neighbouring residents or nearby site users, or introduce disturbance at night, as demonstrated by the Noise Impact Assessment underpinning the proposal.”
The decision came with conditions requiring that noise levels behind Grove Street remain no louder than the background noise, ensuring compliance with policies DP23, DP24, and DP25 of the Local Plan Part 2.
The report also confirmed that gym users would have access to vehicle parking onsite, along with newly secured cycle parking facilities. This adheres to a focus on sustainable transport options and aligns with local and national planning policies.
