Local Couple’s Quest to Build Home on Beloved Green Space Spurs Community Debate and Appeals Process

Married couple George and Angelica Grima submitted an application to construct a four-bedroom home on a corner plot in Collinsmith Drive, Grove. However, the proposal was turned down by the Vale of White Horse District Council planning officers last year, following objections from 73 residents and opposition from the Grove Parish Council.

The council’s decision report stated, “Planning permission is refused for the proposed development. The size, location, and existing use of the application site as public open green space is considered to contribute positively to the character and appearance of the area.” It further noted that the proposed dwelling’s scale, design, and positioning would be inappropriate for the area, disrupting the existing character and visual appeal of the immediate streetscape.

Concerns were also raised regarding safe and suitable access, as the application did not demonstrate compliance with Oxfordshire County Council standards for local highway safety. Steven Sherriff, a local resident, expressed his views, saying, “I chose to live in this area of Grove because I like the openness and green spaces; if this development were to go ahead, it would mean one less area of green space and potentially set a precedent for other areas to be built on.”

An appeal against the decision has now been lodged. Mr. Grima shared his personal connection to the land, stating, “I purchased this plot in Oxfordshire County with the intention of building a home for retirement, in the county where I was born and where my family has deep roots. This plot is not only a development opportunity but also a personal connection to my heritage and the community.”

Mr. Grima also believes the project could enhance the local area and has called upon the Secretary of State to reconsider the council’s decision. “This development represents not just a place to live but a continuation of my family’s legacy in Oxfordshire,” he remarked.
