Celebrated Leader Mark Stone Steps Down: A Legacy of Innovation and Resilience in South Oxfordshire and Vale Councils

Mark Stone will step down from his position as the chief executive of South Oxfordshire and Vale of White Horse councils on September 30. Since taking on the role in July 2017, Mr. Stone has led with dedication, navigating the councils through critical challenges including the pandemic and changes in local government.

With his 2023/24 salary at £215,000, Mr. Stone’s remuneration was significant, second only to Oxfordshire County Council’s chief executive. Reflecting on his tenure, he expressed pride in his accomplishments and gratitude for the collaboration with elected members and staff.

“It is with great sadness that I leave South and Vale,” Mr. Stone stated. “I have thoroughly enjoyed leading these councils and working with an outstanding team. Despite the numerous challenges, I am proud that we’ve delivered excellent services for our residents. I wish all the councillors and staff every success for the future.”

Under Mr. Stone’s leadership, the councils have been recognized for their “high performing and low cost” services, particularly in housing, waste collection, and revenues management. His role in recruiting and guiding the current senior management team has been pivotal.

Councillor David Rouane, leader of South Oxfordshire District Council, remarked on Mr. Stone’s expert grasp of local government challenges, describing him as an “enthusiastic expert” whose support will be missed.

Councillor Bethia Thomas, leader of the Vale of White Horse District Council, also expressed her gratitude for Mr. Stone’s guidance, particularly highlighting the benefit of his extensive experience when she assumed her leadership role.

While the councils have not specified the duration of the recruitment process for Mr. Stone’s successor, they have noted their achievements under his leadership. These include financial stabilization, increased investment in homelessness prevention, the launch of housing projects after a 25-year hiatus, and a robust focus on climate adaptation and nature recovery.
