United Front Against Rural Crime: Oxfordshire’s Innovative Partnership and Technology Tackles Increasing Rates

To combat rural crime in Oxfordshire, a new partnership has been formed between Thames Valley Police, West Oxfordshire, South Oxfordshire, Vale of the White Horse District Councils, and Community Safety Partnerships. This collaboration aims to address a variety of offences such as fly-tipping, theft, and burglaries with strengthened measures and resources.

Understanding Rural Crime

Rural crime encompasses offences targeting farms, equestrian facilities, agriculture, wildlife, the environment, and heritage sites. These crimes often exploit the seclusion of rural areas, leading to significant financial losses, emotional distress, and disruptions to community harmony.

In 2023, the National Farmers’ Union reported a 22% increase in rural crime valuations, totalling an estimated £49.5 million across the UK. This marked rise underscores the growing need for proactive solutions to safeguard rural communities.

A Major Boost to Crime Prevention

The partnership has secured £156,000 in funding through the Police and Crime Commissioner for Thames Valley and the Home Office’s Safer Streets initiative. This funding aims to reduce neighbourhood crime, combat anti-social behaviour, and enhance safety for women in rural areas. Notable countermeasures include equipping Thames Valley Police’s Rural Crime Taskforce with covert cameras and off-road bikes to navigate hard-to-access locations, as well as providing farmers with enhanced security tools such as DNA marking kits for agricultural machinery. These kits are designed to deter theft and assist in the recovery of stolen equipment.

New Roles and Expanded Surveillance

A Rural Crime Advisor will spearhead efforts to enhance crime prevention and foster engagement with rural communities, making these areas more resistant to criminal activities. Furthermore, district councils will deploy advanced surveillance technology to target illegal fly-tipping activities and monitor other problem zones.

“Rural crime deeply affects our communities. With tools like DNA marker kits and close cooperation with local farms, we aim to create an environment hostile to rural criminals,” said Chief Inspector Rachel Patterson, Deputy LPA Commander for South and Vale. “We stand committed to supporting our rural communities.”

How DNA Marking Works

DNA marking involves using a special solution with microscopic DNA markers applied to items like agricultural equipment. Once marked, the property is registered in a central database. If stolen and recovered, the DNA markers can be scanned to identify its rightful owner. This innovative technology acts as both a theft deterrent and a recovery aid.

Supporting Local Communities

Geoff Saul, West Oxfordshire District Councillor, expressed optimism about the initiative: “By joining forces, we can shield our farms, homes, and natural landscapes from rural crime. I wholeheartedly welcome this funding effort to fight against such anti-social crime.”

Cllr Helen Pighills of the Vale of White Horse District Council remarked, “This partnership represents a significant stride towards curbing rural crime. More resources and a unified approach to crime prevention and law enforcement can empower our rural communities and provide much-needed peace of mind.”

South Oxfordshire District Council’s Cabinet Member for Communities, Cllr Georgina Heritage, echoed these sentiments, emphasizing the partnership’s role in reducing rural crime and heightening surveillance efforts to deter offenders.

Matthew Barber, Police and Crime Commissioner for the Thames Valley, praised the funding from the Home Office’s Safer Streets Fund: “Collaboration between Thames Valley Police and local councils is key to making rural industries such as farms safer and less prone to criminal activities.”
