Battle Wages on Over Fate of Historic Pub in Small Village: Conversion to Home Sparks Outcry from Locals and Officials Alike

The landlord of the historic Blowing Stone Inn in Kingston Lisle, a pub that has been in operation for nearly 100 years, has submitted a planning application to the Vale of White Horse District Council to convert the building into a house. This proposal has sparked significant local opposition, with over 100 objections from residents who fear that losing the pub would rob the small village — home to just over 200 people — of a vital community hub.

Councillor Paul Barrow, who represents the ward encompassing Kingston Lisle, has requested that the district council’s planning committee review the application. He highlighted the pub’s deep-rooted connections to the racing industry, as it is located near two prominent racing stables. Before the Covid-19 pandemic, the Blowing Stone Inn was a popular gathering place for locals. However, the pub has reportedly faced persistent challenges and business struggles, despite being recognized for its talented chef.

A viability report submitted alongside the application concluded that the pub is no longer financially sustainable due to broader economic conditions and a lack of interest from potential buyers. However, Cllr Barrow has criticized the report, calling it “very poor” and claiming that it overlooked numerous opportunities to expand the pub’s clientele. He argued that the village community believes insufficient efforts have been made to market the pub effectively, both within the local area and to visitors such as cyclists, walkers, and tourists exploring nearby attractions, including footpaths and the Ridgeway.

The Councillor also pointed out untapped avenues for growth, such as offering bed and breakfast or Airbnb-style accommodations, which are in demand in the region but have not been developed. He expressed concerns that the current owner’s lack of resources and motivation had contributed to a downward spiral, with minimal investment being made into the business.

Both Kingston Lisle Parish Council and Fawler Parish Council have formally opposed the planning application. They argue that the proposal does not adequately demonstrate that the pub is economically unviable. They also raised concerns about the impact on the local community, which already faces challenges due to a lack of amenities, such as a village shop or public transport options. Losing the pub, they contend, would further isolate the area and diminish its sense of community.

In light of these objections and concerns, the district council has commissioned an independent viability assessment of the Blowing Stone Inn. The findings of this study will determine whether the application progresses to the planning committee for further consideration.
